What is an EICR?
An Electrical Installation Condition Report (EICR) is a formal inspection of the fixed electrical wiring in a property. It checks for deterioration, defects, and anything that doesn't meet current safety standards. Think of it as an MOT for your property's electrics.
The inspection covers everything that's permanently wired in: the consumer unit (fuse board), sockets, switches, light fittings, and the cables connecting them all. It does not cover portable appliances like kettles and TVs (that's PAT testing, which is separate).
Is an EICR a Legal Requirement for Landlords?
Yes. Since 1 April 2021, all private rented properties in England must have a valid EICR. This applies to every tenancy, whether it's a new let or a long-standing arrangement.
The law is called The Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020. It was introduced in stages: new tenancies needed a valid EICR from 1 July 2020, and all existing tenancies were brought into scope from 1 April 2021.

How Often Do Landlords Need an EICR?
The law requires an EICR at least every 5 years. However, the inspector may recommend a shorter interval if they identify issues that need monitoring. Always follow the recommendation on the report.
You also need a new EICR:
- Before a new tenancy begins (if your current one has expired)
- If significant electrical work has been carried out
- If the property has changed use (e.g. converted to an HMO)
What Happens During an EICR Inspection?
A qualified electrician will visit the property and carry out a series of tests on the fixed wiring. This typically takes 2-4 hours for an average 3-bedroom house, though larger or older properties may take longer.
The inspection involves:
- Visual inspection of the consumer unit, sockets, switches, and visible wiring
- Testing of circuits for correct polarity, earthing, and insulation resistance
- Checking RCD (safety switch) operation and trip times
- Identifying any non-compliant or potentially dangerous work
The electrician will need access to all rooms, loft spaces, and the consumer unit. Tenants should be given advance notice.
What Do the Results Mean?
Each observation in the report is given a code:
- C1 (Danger present) - Immediate risk. Must be fixed urgently.
- C2 (Potentially dangerous) - Serious fault that needs fixing promptly.
- C3 (Improvement recommended) - Not dangerous but could be improved. Does not fail the report.
- FI (Further investigation) - Something needs closer inspection to determine the issue.
If any C1 or C2 codes are found, the report outcome will be "Unsatisfactory" and you must carry out remedial work within 28 days (or immediately for C1 faults). Once fixed and re-tested, the report can be updated to "Satisfactory".
What Are the Penalties for Not Having an EICR?
Local authorities can issue a remedial notice requiring you to get an EICR done. If you don't comply, they can:
- Arrange the work themselves and charge you for it
- Issue a fine of up to £30,000
- Prosecute repeat offenders
Beyond fines, not having a valid EICR can also affect your ability to serve Section 21 notices, invalidate your landlord insurance, and create personal liability if a tenant is injured.
Who Can Carry Out an EICR?
The regulations state the inspection must be carried out by a "qualified and competent person". In practice, this means an electrician registered with a government-approved scheme such as NICEIC, NAPIT, or ELECSA.

What Should Landlords Do With the Report?
Once you have your EICR, you must:
- Give a copy to existing tenants within 28 days of the inspection
- Give a copy to new tenants before they move in
- Provide a copy to your local authority within 7 days if requested
- Keep it on file for the next prospective tenant or agent
